Targeted Kill Lists Obama has authorized CIA and military Kill-Lists say The Center for Constitutional Rights and the American Civil Liberties Union. They have filed a lawsuit challenging a scheme that requires lawyers to seek the government’s permission to represent individuals that same government intends to kill. Their argument is that the executive branch cannot claim the extraordinary power to unilaterally deem people terrorists and authorize their killing off the battlefield in foreign countries without any fair process or oversight.
